Budget and Land Issues Cause Delays in BIUTR Development

PORTALJABAR, BANDUNG CITY - The Bandung Intra Urban Toll Road (BIUTR) Development Plan or Bandung City Toll Road is one of the central government projects through the PUPR Ministry as an effort to reduce traffic jams in Bandung City.

After 17 years of postponement of the project plan, now with the Acting Governor of West Java Bey Machmudin, the BIUTR plan is back on track

Member of Commission IV DPRD West Java Daddy Rohanady appreciated the plan to resume construction of the Inner City Toll Road in Bandung which has been included in the West Java Medium Term Development Plan (RPJM).

"The development of BIUTR was included in the previous West Java RPJMD. "Because it requires large funds while we can't get funds from the APBD," said Daddy, Tuesday ( 5/3/2024 ).

According to Daddy, apart from the fairly large budget problem, the BIUTR construction was delayed for up to 17 years, namely the problem of land acquisition needed for the project.

"The land acquisition problem is causing the project to be delayed, because it is not cheap and not easy," he said.
However, according to Daddy, if the BIUTR project is to be rolled out again, the government must carry out a review or review of the plan.

BIUTR is planned to be built with a length of 22 to 27.3 kilometers with 2 x 2 lanes and a width of 3.5 meters. It is estimated that this inner city toll road can accommodate a volume of 45,000 vehicles per day.

"It needs to be recalculated realistically, especially in relation to land and FS (feasibility studies) which must also be mature. Where are the crucial issues?, related to what? Then the most vulnerable points which are still problems must also be identified and solutions sought," concluded Daddy.
